Malaysia is a small country that the current government really wants to force into being a developed country.
They seem to be doing this by becoming more, developed, or Westernized. The problem is that the things they are trying are things that have been done in Western cultures and have already started to collapse.
They will not work.
Here is my suggestion Malaysia. Instead of becoming more developed by following the already failed course of so many Western countries, they should try to become the leader of what countries in the future SHOULD be like.
Malaysia is small and does not have a large population. This place is perfect for adopting and DEVELOPING green technologies.
Look at the systems here in K.L. to give an example. Currently, you have many large roadways and quite a few train transit systems. Some of the roadways, particularly the overpasses, and the sides of the train tracks are perfect for mounting solar power panels to help generate mostly free electricity. It is feasible in many areas to mount windmills to generate wind power.
If all of the tall buildings (there are a ton of them here in K.L.!) added solar and or wind power generation you would have a lot less pollution from those energy hungry monsters.
The country could also develop and support carp-pooling. K.L. traffic is terrible. It would be wonderful to see all of the cars that are on the road full of people, instead of seeing a big S.U.V. with ONE person in it! Pollution could be reduced dramatically by car-pooling, as well as travel time to and from working being reduced due to the reduced traffic!
The mass-transit here needs an overhaul. Buses, and their drivers, are really terrible. The trains would be great, but they are not all inter-connected and do not go to enough places within the city!
I know that putting these things into place will not be cheap, and the maintenance of these things is not free. However, consider that if Malaysia were to really do this, they would save a lot of money, and lives!, while showing the world that it can be done and that the future really is what we make it.
This is my suggestion to Malaysia.
